DHA nurse licensing requirements
The Dubai Health Authority sets its nursing requirements by title. Which title you qualify for, and what it asks of you, is decided before anything else — and it is where most applications go wrong.

Who this applies to
Nurses and midwives who intend to practise in Dubai and who qualified outside the UAE. DHA publishes the qualification and experience conditions for each nursing title in its Professional Qualification Requirements, and applies them alongside its licensing manual and the rules on continuity of practice.
If your workplace will be in Abu Dhabi or one of the northern emirates, a different authority applies and this page is not the right one.
How the route works
Three stages. The order matters, and so does what you finish before starting the next one.
Self assessment
DHA offers a free self-assessment that evaluates your eligibility against the requirements for the title you intend to apply under. It is worth doing before you pay for anything, and it is the right place to take an unusual circumstance rather than relying on anybody’s interpretation.
Primary source verification
Your qualifications, registration and experience are verified directly with the bodies that issued them. This stage is where timelines are decided, because it moves at the speed of your university and your council rather than yours.
Registration
Once eligibility and verification are settled, the licence is issued against the title you were assessed for and the place you will work.
Qualification: the title decides everything
Nursing titles are separate categories, not grades of the same thing.
Registered Nurse
Requires a bachelor’s degree in nursing. The degree has to be a minimum of three years’ full-time course duration — check what is actually printed on your award, because a shorter programme does not meet the requirement however it is described elsewhere.
Assistant Nurse
The documented route for a nursing diploma of at least eighteen months’ course duration. It is a real licence, not a rejection — but Assistant Nurses do not practise independently and work under a Registered Nurse or Registered Midwife.
Registered Midwife
Treated quite differently from general nursing. It requires a bachelor’s degree in midwifery or equivalent together with two years of post-qualification experience as a midwife in a maternity setting.
If you hold a bachelor’s degree but are licensed as an Assistant Nurse, a title upgrade is documented — provided your time as an assistant nurse has not exceeded five years. That five-year window is easy to spend without noticing.
Two conditions apply whatever title you are going for. Qualifications of an honorary nature, or obtained by correspondence or distance learning, do not count towards the requirements. And you are expected to be a graduate of a nationally or internationally recognised nursing college or university. If any component of your programme was delivered remotely, establish how your institution describes it before you pay for verification.
Experience: less than you have probably been told
The Registered Nurse title requires no experience. That is what the requirements say, and it is worth knowing, because a great deal of advice circulating among applicants insists on two years. What the exemption is conditional on is continuity of practice — the gap rules still apply, and they are where the real risk sits.
Experience requirements do exist for other titles. Specialty nurse and nurse practitioner titles carry them, and the Registered Midwife title requires two years in a maternity setting.
What counts as experience
Hands-on clinical experience gained during salaried employment or a contractual period, while you held a licence. Volunteer work, observerships and clinical attachments are excluded, however long they lasted and however clinical they felt.
What you have to be able to evidence
Experience you cannot evidence against a named employer will not count for you. Every employer is verified separately, and each one adds cost and time.

Continuity of practice
The condition that catches the largest number of otherwise-eligible nurses.
DHA assesses breaks in clinical practice, and its rules use several different thresholds that are frequently confused with one another. A break of a few years is not automatically a problem; a longer one carries training and examination obligations; and beyond a further limit, applications are generally not accepted at all.

Home country licensing
Licensing in your home country sits among the requirements every healthcare professional is expected to meet. If you have never registered anywhere — newly qualified, or qualified in a country that does not register your title — do not assume the answer either way. Take it to DHA’s free self-assessment.
Good Standing
A certificate of good standing from your regulator, and it must be under six months old when you apply. Where a registration is suspended, revoked or under investigation, regulators issue a statement of current status instead of a good standing certificate, which is not the same document and will not do the same job.
Request the Good Standing Certificate last, once your other documents are ready. That is our advice rather than a DHA instruction — but the six-month limit is DHA’s, and requesting it early is the usual way people fall foul of it.
Documents to prepare
Assembled before you start, these are the ones that hold applications up.
Full academic transcript
Required for credentialing, because it is what determines which disciplines you studied. A degree certificate on its own is not enough. Supply transcripts covering every year of study, with subjects, grades and dates.
Degree or diploma certificate
Showing the award and, importantly, the course duration — that is the field the qualification requirement turns on.
High school certificate
Required in the application unless the qualification you hold is a BSc or higher.
Home country licence or council registration
Current, and matching the name on your other documents.
Certificate of Good Standing
Under six months old at the point of application.
Experience certificates
From each employer, stating duties as well as dates and job title. Generic templates that omit duties are a common cause of a second request.
Valid Basic Life Support certification
Nurses and midwives are required to hold at least a valid BLS certification, or another certification appropriate to their scope of practice.
Legal translations and the originals
Documents must be legally translated and uploaded together with copies in the original language. Uploading only the translation is an incomplete submission.
Where applications commonly go wrong
The name is not the same on every document
Passport, degree, registration and employment letters are expected to agree. Differences in spelling or name order are extremely common for applicants from South Asia and the Philippines. The usual remedy is an affidavit of one and the same person, and it is far cheaper to obtain before submission than after a mismatch is raised.
A course duration that does not meet the requirement
Applicants read the award level and not the length. Three years full-time is the condition for the bachelor’s route.
Distance or correspondence components
A programme that was partly remote may not be described that way on the certificate. The institution’s own description is what matters.
A Good Standing Certificate that expires mid-application
Six months goes quickly when verification is still running.
Records the university can no longer retrieve
Older cohorts are more likely to be unarchived, and primary source verification returns Unable To Verify rather than a rejection you can argue with. Ask your registrar directly whether they hold retrievable records for your year and whether they answer third-party verification requests.
Experience that cannot be evidenced
Employers close, supervisors move, and letters that were never detailed enough do not improve with age. Collect what you can while people are still reachable.

Common questions
How many years of experience does DHA require for a Registered Nurse?
None. The requirements set no experience for the Registered Nurse title. The exemption is conditional on the rules about breaks in practice, which still apply — so the practical answer is that continuity matters more than accumulated years. Other titles, including Registered Midwife and the specialty titles, do carry experience requirements.
Can I get a DHA nursing licence with a diploma?
A nursing diploma of at least eighteen months’ course duration is the documented qualification for the Assistant Nurse title, which requires no experience. It does not meet the bachelor’s requirement for Registered Nurse. Assistant Nurses work under a Registered Nurse or Registered Midwife rather than independently.
Does an online or distance-learning nursing degree count?
Qualifications obtained through correspondence or distance learning are not counted towards the requirements, and neither are honorary awards. If part of your programme was delivered remotely, check how your institution describes it before paying for verification.
Do I need an IELTS or OET score for DHA?
There is no single answer that holds for every applicant. The English requirement we can point to in the published requirements belongs to a specific pathway available to nurses registered in a defined list of countries, and it does not describe everyone. Rather than assume, ask DHA whether a standardised English test applies to your route — the free self-assessment is the right place to raise it.
Does volunteer or internship work count towards experience?
No. Experience is defined as hands-on clinical work during salaried employment or a contractual period, while licensed. Volunteer jobs, observerships and clinical attachments are expressly excluded.
How long is a DHA Good Standing Certificate valid?
It must be under six months old at the point of application. Because verification can run for weeks, request it once your other documents are ready rather than at the start.
