The documents GCC licensing actually turns on
Most applications that stall do not fail on eligibility. They fail on a document that was the wrong version, the wrong age, or disagreed with another one.

The core set
What is asked for almost everywhere, and what makes each one acceptable.
Degree or diploma certificate
The award itself. Check what it says about course duration — several authorities set a minimum number of years, and that field is what they read.
Full academic transcript
Expected to cover every year of study, with subjects, grades and dates. Dubai uses it to determine which disciplines you studied, so a certificate alone is not enough. Oman asks for the mark sheet alongside the degree.
School certificate
More commonly required than applicants expect. Dubai requires a high school certificate unless your qualification is a BSc or higher; Oman lists the higher secondary school certificate among the appointment documents.
Professional registration or licence
From your home country, and generally expected to be current.
Certificate of Good Standing
Six months is the common validity limit. It has its own guide, because the timing is where it goes wrong.
Experience certificates
Expected to state duties, not only dates and job title. This is a routine failure point for applicants from large employers whose HR departments issue a generic template — a UK NHS trust letter, for example, typically omits duties entirely. Ask for a detailed letter naming your exact duties, grade and dates.
Life support certification
Required for nurses and midwives in Dubai at minimum BLS level or as appropriate to scope. Qatar requires a certificate from a provider that is a member of the International Liaison Committee on Resuscitation, matching your profession and scope — a certificate from a non-member provider does not qualify.
Passport
The reference point every other document is compared against.
Names have to agree
The single most common avoidable defect.
Your passport, degree, registration and employment letters are expected to carry the same name. Differences in spelling, in name order, or in whether a middle or family name appears at all are extremely common — particularly for applicants from South Asia and the Philippines, where document conventions and passport conventions genuinely differ.
The usual remedy is an affidavit of one and the same person. It is straightforward to obtain and much cheaper to have ready than to arrange after a mismatch has been raised mid-verification. Compare the exact spelling and order across every document now, before anything is submitted.

Translation and attestation
Translate, and keep the original
Dubai requires documents to be legally translated and uploaded together with copies in the original language — uploading only the translation is an incomplete submission. Oman requires translation for any document in a language other than Arabic or English.
Attestation requirements differ, so ask before you pay
Attestation is expensive and slow, and what each authority requires is not uniform. We were not able to establish attestation requirements for every Gulf authority from those authorities’ own published material, and we will not guess at them. Ask the authority directly what it requires before committing to a chain of stamps you may not need.
Apostilles have dates on them
Philippine educational and professional regulation documents are commonly required to carry a DFA apostille. Check its issue date, and confirm with your destination authority whether it sets a maximum age.
Verification is where documents actually get tested
Primary source verification checks your documents directly with the bodies that issued them. Where the source cannot be reached, or holds no record, the result is Unable To Verify — which is not a rejection you can argue with so much as an absence you have to fill.
Older institutional records are more likely to be unarchived. If you qualified some years ago, contact your university registrar now and confirm two things: that they hold retrievable records for your cohort, and that they respond to third-party verification requests. That answer is worth more to you than any general claim about how easy your country is to verify.
Get employment evidence while people are still reachable
A signed certificate of employment from a former supervisor — with dates, job title and duties, plus contact details for someone still at that organisation — is far easier to obtain now than after a restructure.
Expect a per-employer cost
Each employer is verified separately, and each document adds fee and time. The process moves at the speed of your slowest employer.
Confirm your council registration is active
Council verification is a leg of the process you cannot accelerate, and an inactive registration discovered at this stage costs weeks.

Common questions
Do I need to attest my documents for a GCC healthcare licence?
It depends on the authority, and requirements are not uniform. Because attestation is expensive and slow, ask the authority directly what it requires before starting a chain of stamps. We do not publish a blanket answer here because we could not establish one from every authority’s own published material.
What makes an experience letter acceptable?
It should state your duties as well as your dates and job title. Letters from large employers are frequently issued on a generic template that omits duties, which is a common cause of a second request. Ask specifically for a detailed letter naming duties, grade and dates.
My name is spelled differently on my degree and my passport. What do I do?
Obtain an affidavit of one and the same person before submitting. Name inconsistency across passport, degree, registration and employment letters is the most common avoidable defect, and it is much cheaper to pre-empt than to resolve mid-verification.
What happens if my university cannot verify my degree?
Primary source verification returns Unable To Verify where the source cannot be reached or holds no record. Contact your registrar before you apply and confirm that they hold retrievable records for your cohort and that they answer third-party verification requests.
Do I need to translate my documents?
Generally yes where they are not in Arabic or English. Dubai requires legally translated documents to be uploaded together with copies in the original language, so supplying only the translation is incomplete.
