Nurse licensing in Kuwait
You cannot start a Kuwait nursing licence on your own behalf. The application comes from the entity employing you — which makes the job offer the first requirement, not the last step.

The employer starts it
In both sectors the professional licence is issued on a request from the employing or requesting entity. There is no route that begins with you submitting an application and looking for work afterwards, which is the opposite of how the UAE and Qatar routes are usually approached.
What that means practically: your preparation is about being ready to satisfy the conditions quickly once an employer starts the process, rather than about getting ahead of it.

Ministry of Higher Education equivalency
For non-Kuwaiti applicants, scientific qualifications and experience certificates are sent to the Ministry of Higher Education for equivalency and verification of information. This is a separate ministry from the one issuing the licence, and it is a real step with its own timeline.
Medical License Committee and medical fitness
Including a medical fitness procedure.
Residence procedure and licence issue
Valid residence in Kuwait is required.
Qualification
A nursing qualification from an accredited institute. For resident and non-Kuwaiti applicants, the nursing programme must have run for at least three years following the Intermediate Certificate or its equivalent.
Experience
At least one year of field experience in nursing. For obstetrics the published condition is three years rather than one.
Home registration
Non-Kuwaiti applicants must provide registration as a nurse with the Nursing Council in their home country.
Age
Applicants must be 21 or older.
Fees
KD 25 for a new licence, KD 15 for renewal and KD 30 for a transfer.
Government sector
A shorter published procedure, with conditions that are genuinely different — not a subset.
Qualification
An accredited scientific qualification in nursing.
Experience
Non-Kuwaiti nurses must have suitable practical experience. The service publishes no minimum number of years — so the one-year threshold that applies in the private sector is not a condition here, and treating the two sectors as one is how that error gets made.
Home licence
Non-Kuwaiti applicants must provide a professional licence from their home country.
Fees
A licence issuance fee of KD 10, for Kuwaiti and non-Kuwaiti nursing staff alike.
